Turn the Assessment into owned, sequenced and validated action.

Implementation Enablement and Governance Mobilisation converts approved findings into practical workstreams while establishing the initial controls required for recurring Search Governance.
Search Intelligence does not replace the specialist teams responsible for implementation. It helps ensure that the right work is prioritised, briefed, owned, implemented and validated.
The formal definition
Implementation Enablement and Governance Mobilisation is a defined-term engagement through which Search Intelligence converts approved Assessment findings into prioritised workstreams, implementation briefs, ownership, governance controls and outcome-validation practices while existing specialist teams implement the approved changes.
An Assessment establishes
It does not by itself create
What SI does not do by default
Any of these can be separately scoped only where explicitly agreed.

Who does what
What Search Intelligence does
Converts findings into a 60- or 90-day roadmap; sequences actions by materiality, dependency and readiness; creates workstream and implementation briefs; defines decision, evidence and execution owners; establishes success criteria; aligns internal teams and agencies; activates the Search Risk Register, Decision Log and Executive Scoreboard; establishes the Governance Forum; maintains a Client-Side Blocker Register; reviews completion evidence; validates whether the environment changed; recommends the recurring-governance scope.
What specialist teams do
Technical SEO, development, infrastructure, Product changes, UX and journey improvements, content and source-of-truth assets, Brand and claims changes, PR and reputation work, Legal and Compliance review, analytics and measurement changes.
The relevant internal or external specialist remains accountable for the quality of its implementation.
What the client does
Approves priorities; assigns business and decision owners; provides access and resources; makes business decisions; resolves internal dependencies; approves specialist implementation; accepts or escalates residual risk; participates in the Governance Forum.
Mobilisation process
Six stages, each with a defined output.
Confirm the Assessment evidence and decision status, remove rejected or deferred items, identify dependencies, confirm sponsorship.
Group related findings, sequence priorities, define owners, set completion and validation criteria, identify Legal, Compliance or specialist review.
Issue implementation briefs, align agencies and internal teams, confirm access, resources and decision routes, record blockers and escalation thresholds.
Activate the Search Risk Register, establish the Decision Log, configure the Executive Scoreboard, begin Governance Forum meetings, define escalation and accepted-risk procedures.
Review implementation progress, maintain blocker and decision records, inspect completion evidence, re-test the relevant environment, identify residual risk or new evidence.
Possible outcomes: close the engagement, hand the controls to the client, continue targeted monitoring, enter Annual Search Governance, commission additional specialist work.
Core deliverables (depending on scope)
The Priority 5 records during Mobilisation
Seven records lock the starting condition before the work changes it.
Commercial Outcome Baseline
Locks the starting condition before work changes the environment.
Loss-Avoidance Register
Records the exposure the work is intended to reduce.
Product and Service Improvement Record
Connects customer uncertainty to the approved response.
Competitor Displacement Record
Defines the customer need and position to protect, reclaim or establish.
Organic Search Portfolio Scorecard
Creates the query, segment, device and competitor measurement view.
Revenue Contribution Record
Defines commercial measures and attribution limits.
Value Realisation and Classification
Defines the expected value type, reviewer and evidence status.
Not that a ticket is closed or a page published, but evidence that the approved work was implemented, quality checks passed, dependencies resolved and the changed condition can be re-observed.
The organisation returns to the baseline and asks whether the portfolio improved, demand progressed and the competitor gap changed, the review is not delayed until the annual report.
Specialist execution may be separately scoped only where explicitly agreed and appropriately resourced.
Agency role during mobilisation
The stage should make agency value more visible by separating execution quality from client-side blockers and delayed decisions.
Mobilisation success measures
Does Search Intelligence perform the implementation?
Search Intelligence enables and governs implementation. Existing specialist teams normally perform the changes.
Is mobilisation always required?
No. It is required where the organisation needs assistance converting findings into coordinated action and initial governance controls.
Can mobilisation end without Annual Search Governance?
Yes. The organisation may close the engagement or operate the controls internally.
How long does mobilisation take?
The final duration must be defined by the approved scope.
Make approved findings operational before making governance permanent.
A recommendation becomes valuable only when the organisation can carry it through.
