Governance begins with a material condition

Not every observation warrants governance attention, only conditions material enough to affect trust, demand or risk. What Governance determines is whether a condition is opportunity as well as exposure: the same evidence that reveals a risk can reveal where a competitor is weak or where demand is going uncaptured.
